Materials delivered on public works project sites deviate from technical specifications, with detrimental implications for the quality of construction process and product. When materials differ issues such as defects re-work ensue at greater cost to clients. The inadequate application concepts techniques improvement also appears perpetuate problems. This study aims find answers which protocol would ensure that are specified by engineers.
